docs(skill): document sendNotification action (7 actions total) + CLI support

- cli: action add --type sendNotification now builds config from granular flags
  (toUserId/title/message/severity/path); ACTION_TYPES includes sendNotification;
  live-verified via workflow create + action add + delete
